Executive Director + Senior Management Committee. Consolidated leadership for rapid establishment. Strict separation of duties enforced.

Phase 2 Months 12–36

Advisory Board

2–3 independent experts providing compulsory consultation on strategy, budgets, and risk. All final decisions remain with ED & SMC. Triggered by first major funding or 12-month milestone.

Phase 3 Month 36+

Expanded Advisory Board
